I can't install the game

I was reinstalling my game and when i was done with everything i was just gonna load the resources so i can start playing but i can't load even the first resources, it goes from 0/2156 to 2048/2156 then the game closes and opens after 5 sec and goes from 0/2156 to 2048 again and does this whole thing over and over again.

I then uninstalled the game and tried to install it again but got this message:

I just don't know whats wrong and i need help asap
