Example:
A warlock can cast a spell in 5 seconds, without cast speed buff on 5.
With it, it's 2.5 second. Let's say the warlock have 20% cast speed in equipment.
2.5s - (2.5s * 0.2) = 2.5s - 0,5s = 2.0s, but in the game you need more time to cast the spell.

Arcane devotion (5) = cs +100%
Items = cs +20%
Total = cs +120%

That means your cs has a total of 220% of original speed, so 5 sec * 100 / 220 = 2.27 sec
