The average Horus player better than the average Raven player? It's arguable. There is a much bigger population on Horus than on Raven. But all the average horus players knows is to click on WM banners. So I would go with the average Raven player tbh.
How is not is the better question. There is nothing that shows Heph being better. Heph only plays one class, Van plays several and is good/great on all of them.
