why cant i buy xim?

i created this account to play on raven server.then decided to play on horus server as it was more active.
i just tried to purchase ximerian for the first time,the website told me my country/account wasnt supported with that ability.
i have done 100% of the account creation steps.
Can someone or ngd please tell me how i can purchase ximerian.or fix this problem if it is a bug of some kind.
