I guess it's to encourage players from those countries to join the server of the country... imho it's not an elegant solution...
Those guys at least deserve a free character transfer..? Or is it only registration block? Kitsune: I don't really know how things go on gs forums... But if it's announced like that, it can't just be entirely wrong information..? If so, i'm getting afraid of the merge...
