Dispel can be casted on yourself, its described on the spell info "when you not choose a target it will casted on yourself". Its not a bug at all. The spell its bugged and if you like to dispell your own buffs (its not what the spell have to do) its your problem.
Talking of protection dome, i dont see nowhere why it makes you so slow but it does, ngd didn´t say nothing about that but i think 50% skill resistance in area 10 its just too much for a spell, this spell needs a bad side it cant be so good.
