question about fatigue

I understand that after 4 hours of playing your charachter loses 40% of xp for each monster killed and after 6 hours 60%. But when is the system reset? Ive been offline since around 11 am and logged in at 11:30 pm and got the message that my charachters tired and my xp for killing is reduced by 40%. The strangest part is that my charachter wasnt tired when I logged off. I hope someone can explain to me how the fatigue system works.
