/reset_powers

I am completely agree with that /reset_powers make RO unique and it must be saved. But _if it is possible_ i'd like to see it realised in a train window like a button, without timeout. =)
Also it would be more сonveniently to add reducing buttons in a train window for disciplines and for powers as well. It will make reconfiguration more quick. Of course, i got no idea if this make the game more exploiteable. In this case it would be best to leave all things as they are now.
