Strange graphic glitch.

Hello, it's my first time!
That being said, i'm actually pretty good with computers.
However, the graphics are acting very strange. Here is a
screenshot. I change my resolution,but nothing. Also, I tried disabling
Terrain and Water effects, but nothing.
