Default would regnum make a good strategy game?

i was thinking regnum could be a strategy game too, like another version thing, like civilizations or battle for wesnoth (http://www.wesnoth.org/ this is kinda what i mean) It could be 3 player, or 1 side an npc, or both sides npcs so you can play alone, or even 4 player with someone controlling mobs. where you have a keep and can recruit players each turn, and the monsters wander around and are controlled by npcs.

there could be 5 lvls, each representing 10 lvls in the real version. You would train your character, choose his advancement, train him some more and when hes strong, or supplemented by strong guys, send him out into war. You also start off with guards, lvl 5, and your real heroes, like alexia for example, who are at lvl 6, and can move and control them 2. The point is to rule the land and end the war by killing both enemy kings, which are located in the noob zone. to invade, capture a fort and a castle, ( gate looses vulnerability when 1 fort or the castle is taken back) and to enter noob zone capture 2 citys.

your units don't respawn, and you can move all of them every turn a certain amount of tiles. they can be grouped into partys of 10. a group with a conju fully heals at the start of their turn and are healed a bit during fights.
