Well, then I don't really know...
Things you might want to consider: Restart your computer (helps in a lot of cases) Are you connected to the internet (ie. can you browse the internet normally)? Did you recently change anything (computer, isp...)? You might also want to try to reinstall your game...

Btw.. Did you checked your firewall? Can you disable it?

Did you also try running the game with the option "download all resources at once" disabled?
Also check the game error logs... there could be some more info about the problem...
