Minimal changes with today's maintenance (07-23)

Hi Community,

This small changes were performed in today's maintenance:

- Commerce chat: limited the amount of messages. The size of the message if it has an item can't be longer than 90 characters, and 1 every 10 seconds. If the message has no items, 40 characters and 1 every 2 minutes. This is to avoid abuse in this channel which is only to promote purchase and sale of items and not to openly chat.

- Every chat channel: removed the possibility to use line breaks (\n).

- GM command "mute": now, a player can be muted for an amount of time and even after logging off and on again, the measure applied continues for the established time.

We still have to add the proper notifications to some of this features, but we had to perform the changes as an emergency due to the numerous abuses.
