Is it 15 minutes per character or 15 minutes on the account ?

I explain : sometimes i log 1 char only for 1 action bcs at this moment my realm need heal or knight or barb... and after i return on my main char.

Can i get some tickets for this char if i'm not online with it for 15 minutes ?

I think it's simple, you get tickets only for the char you're online with for 15 min.
If you change char the timer resets, correct me if I'm wrong (anyone ).

On the account. Basically it's extremely easy so that the players don't have to care about this but also not enter the game as a touch-and-go. It's enough to see if there is action or not.

Just a minor bug i guess:

When spectating in coliseum and writing/receiving in clan chat, i get an error in log reading something along the lines of hud__chat.lua:0: attempt to index a nil value.
