Basically they want to make restoring procedure more formalized. So you can ask for their action only bye sending email on this account. Mail will be checked only at speciffic time. You can ask for restoration only if:
-there was system error (known one)
-you watch your own ass and you follow the rules about accounts (no account swaping etc.)
And they want to have free weekends from time to time. Free from whining and mocking them by pm/forum posts about such problems :P

Also, if you swap accounts, both will get permabanned.

What does swapping acc actually mean? How will it be detected?
I mean you should be allowed to play at every location on every computer you like, so how are they supposed to know who is really playing (except for the case where you announce it in this forum ) ?
Can you still "lend" your account to others? If yes, for how long?

Well, If you 'lend' your account to someone, he can easily change the password, Same with acc swapping, one og them gives a false password and changes the one of the other guy.
