The legal status of those pictures depends heavily on the country they are stored in and the country they are viewed from.

You also might have already committed a crime by simply watching those pictures depending on your jurisdiction.

Images might be legal, but if a sinlge post in the forum states "kid pr0n roxxs" (or anything like that) and the adminst don't moderate it, then they are in favor. The crime is not the images, but "promoting" the crime. It's like putting gigant signs that state "F*** kids, it's hip!"
