No offence I just haven't really seen any gameplay/balance changes, so I wonder...

Those of the 16 people currently working on Regnum who aren't working on the new character models are at the moment working at server improvements, improving tools NGD uses and fixing bugs and things causing crashes among many other things. A lot of this isn't visible for most users, but it is quite some work. Not everything was listed in the last changelog.
