Simple,
Pon "New thread" y luego marca la opción que dice "Yes, post a poll with this thread". Recuerda que alli mismo tienes la posibilidad de indicar cuantas opciones quieres. Luego de eso, tendrás la oportunidad de ingresar la encuesta. Saludos

si, eso lo hice, pero ¿donde escribo las preguntas de la encuesta? me dice: es demasiado corto... escribí mas de 10 caracteres en el momento que pongo la cantidad de opciones que quiero y despues aprieto enviar post

Es porque aparte tenes que poner texto como un mensaje normal, y seguramente hay menos de 10 caracteres.
