Non-mage classes & Casting speed

The mage-cs-topic has been discussed a million times since mages got nerfed.

Actually i'm curious, how much non-mage classes can improve the casting speed.
Why?
Since a few days i see a hunter with extraordinary casting speed. Almost instant Ambush. Almost instant distracting shot. Very fast camo.

Mages can have extra cs in three parts of the armour and in the staff.

I guess this hunter is using a 7% cs gem, that's out of question. But i never saw any archer leggins/bp/gauntles/etc with additional cs. Did you?
As far as i know there are no items, which can improve the cs for a non-mage class so much, except the gem in the weapon.

Or maybe there is another explanation how an archer can reduce ambush casting from 1 sec to 0.2 sec? And camo from 4.5 to 2 sec?

I'm sure there must be a logical explanation, because there are no cheaters in RO, so please save me from my ignorance once more :-)

And this delay is being activated only when i meet this one special person? You know, that doesn't sound conviencing.

So i guess it is possible to collect 5 pieces of elite armour with 5-7% cs bonus, right? When we sum it together it makes 25%-35% cs bonus. Not to forget the weapon with implemented 2-7% cs + gem (7%cs). Almost 40-49% cs bonus in the end.

Well, that explains a lot. That hunter must be in possession of such a set.

This items are from a level 16 Ignis quest and you can't drop similar stuff (as far as I know)

You can get Cast speed on pauldrons (5%) and on a wep (5% + 7%(gem)).
Ignis can also get the lvl 16 items shown, and leggings with the same stats.

Everything is fine, but with these light set you have mage-like armor points and almost no resists. 450 + normals on you in place of 150 or so... no thanks.

I typed it before people start to complain how OP Ignis are... light armor set have bugged resists, less than it have

As far as I know only Pauldrons and weapons can have cast speed. Atleast so far I only seen those.
Although I wish to ask this;

Is there a limit to a non-mage class about how much CS he can have? I have a 9cs lb which is great with my 4cs pauldrons. But I heard you can only recieve 5cs from it. Is that true?
