War Confidence and WMC Scroll

War Confidence doubles the WMC received from kills from 33 to 66. Would a 3x booster make this 198? Or does it just affect the base rate?

EDIT: Nevermind. With a 3x booster and War confidence you get 33 + 99. Disappointing...

It applies on the base value, and all of them work independently, not affecting each other.
