Nice that you took the time to try something similar out. I would like to see the screens of each drop though, and the quest you took? Also i hope you didn't kill a different creature in-between your Gaint Crystal Golem killing spree. :] Further, your tests seem incomplete. What is this zero = Hammer? So you killed zero creatures to get that Hammer? eD And what you've got to do to get a more accurate answer is to start counting the percentages from first drop to last drop. For example if my first drop happened at 35 kills and my last drop happened at 591 kills i would subtract 35 - 591 = 556. Then from there try getting your percentage. Hope that helps. I killed 8 Monsters and then dropped the first Item, thats Item 0 after that the dropchance should be "reset". That was my approach? Idk
so: 488:15 = 32,533... that's 3,0737704918032786885245901639345% Drop rate ? Quest was "Eliminate 546 Giant Crystal Golems" was too lazy to take screenshots everytime

I spoke years ago to Kitsunie, Nekoko, Bidinger, Compy, Enio & other 'knowing-types' about this very topic. They each mostly claimed that the drop system seemed to be thus: there's a preset amount of drops, & that your personal drop rate will entirely depend on two things: how many other same-server players are currently online (or not), & also, how many of them (or few) that are grinding & can actually drop atm. My past personal experience greatly tends to confirm their claims, but truly idk (& no one could, the code for RO is entirely proprietary). Regardless, if true, this means the more online, & the fewer that are grinding, the higher your personal drop rate will be ... & the fewer online, & the more of them that are grinding, the lower it will be. Additionally, years ago, when NGD introduced Xim-Shop drop boost scrolls, the code was seemingly altered & the drop rate became much lower than it had previously been. Some have even claimed it now requires a drop gem + x3 drop boost scroll used simultaneously to even match the same rate it had been before these changes. Again, idk 4 certain, as I no longer often grind (all my Haven toons are 60; & I truly LOATHE grinding), but that said, I have no real cause to really doubt these assertions, as I do periodically grind 2 toons on RA, & it still seems to be the case. As well, it sadly also appears to be true that the higher the toon level, the less frequent the drops, & the lower level (& less useful/valuable) those drops will be....(even so, I once dropped a legendary item, & really nice too, just by passing thru goat-oc healing & buffing the grinders there with my 60 conj on my way to pn ... & just my 'luck' ... it was a rapier ... doh!).
