I've confirmed that any time I use a normal attack, the EXP scroll timer starts. If you use a spell, it does not start until the target dies. Others have confirmed this as well.
Once it starts, it runs for 10 seconds. If I use normal attacks, that exp scroll will be over in an hour or so of play. If I stick to spells (lightning, fireball, summon lightning, and the like), the timer starts when any targets of the spell die.
I'd post a video to prove it, but I just made 60 WM on Ra, and i don't use exp scrolls now (at least on that toon).
