Ro download exceeding packet rate

hi, I can't enter the game because of the following reason:
my Internet is provided by my university and there is a max packet rate. when this number gets violated more than 120 times during 15 min Internet will be cut off for for some time for some security reasons. since the last patch, during the "loading resources" phase after character selection, regnum violates this packet rate maximum about 300 times in some 10 s ---> I get disconnected.
Is there any solution?
