That's an option, but not really a good or reasonable solution for everyone, because:
1. A "reinstalling windows" kind of solution doesn't address the problem, which is lack of bandwidth or amount of servers to download the update - this problem will rear it's ugly head again if not addressed properly (i.e. preparing properly for an exam "next time", starting "earlier" on that term paper - never happens!)
2. This will still tax the RO servers - imagine if all users download the new client at the same time - you would have nearly the same issue, if not worse problems, plus some people use metered connections and it isn't reasonable for them to download the entire client again.
3. At the least, this option should be clearly highlighted in the game menu after login, not whispered around randomly by a developer, though I still do not think it is a reasonable solution.

The update should not have been all of a sudden rolled-out with no warning (not even 24 hours notice??) - this, I think, is the crux of the problem, as this update does not seem to have been tested and/or rolled out properly.

I like the idea of seeding the update ahead of roll-out and not letting the game client enable it - then, boom, roll it over and everyone is running.

If WOW uses this technology, there's no reason RO can't.

Like I told a Dev that I saw in ignis realm chat right before a hotfix roll-out and quick server restart recently - "It's 2009 - time to get with the times".

I have that problem on windows, downloading latest version didn't work for me, still lots of resources to download! ((

You could use the Debian package which is hosted on a quite fast server




Although I do realize that this doesnt truely address the problem it does help relieve some of the stress on the NGD servers
