Maybe firewall is blocking WinMTR.

Thanks guys, whatever changes have been made to the data center in the last 48 hours seemed to have fixed my ping issues. I know some other players are still having issues

When I play in Ra lately, it's been extremely slow casting spells, and even normal hits at times. Spells like ensnaring arrow that are half a second to cast, take more like 1.5-2 seconds to cast.

I can confirm this problems. Many players from Germany has packet loss. Most of them have their internet connection from DTAG ( Deutsche Telekom AG) German Telecom! Maybe it helps a little bit to solve the problem.
