Lvl 30, Enter the warzone, participate, help and enjoy.
Lvl 38, realise you are now more powerful, have more fun. I was in wz at lvl 30, stayed in there till about 40. Now i'm lvl 44, grind at mele beach and have fun in warzone. My answer is 30

I entered WZ at lvl 29 with my Warlock, at lvl 30 with my hunter, and at level 42 with my barb (Ok I've been once at lvl 35 but it was way too hard)

Alsius charcter (hunter) he entered the warzone at 37 - then I turned my happy arse around and came back out at 42 - much much better.
Ignis character (hunter) came out into the warzone at 40 - then went back inside until 49. My suggestion is to experience the warzone as soon as you can max a skill-set (37) then you will be very useful in one way or another. Any other time before then and your just an easy kill.

I started "tanking" Boger (a barbarian tanking a lvl 34 knight) when I was lvl 25, on the bears outside of Fort Pinos
