Given with time, patience, and hope, a formal letter would be better if you want to keep yourself anonymous. But remember to be really persistent to be noticed.

And there you have answered your own question!!!!

I have more faith in the media than law enforcers when it comes to these matters.
Just make sure you approach the aggressive ones and not just some DJ.

The FBI handles these kinds of things, ( Note: About anonomity, its usualy best to not go with it, in a case like this someone would think you worked with them actually, and you turned them in, at least thats how I think it works )

Just be truthful, best to bring it up to a police station, and chances are they will either take care of it themselves, or give you further information on how to contact the FBI with the case yourself.

Well at least in MY experience id say the Polish Police and Ambulances are very slow, one time this guy busted his whole leg open because he fell off a tram, he was drunk (no wai) and you know when your under the infulence your blood pressure shoots up, (meaning its just easy to bust a vein open) gah ok, anyway someone called the ambulance, and it took them about 45 minutes to get there. Same thing another time when I was coming out of the grocery store, some Grandma fell on her face (and all the other old people were just looking like OMG, because old people are obsessed with gossip) so I wanted to help her and called the ambulance, she was laying there on the group face first, and when someone wanted to go help her she started screaming go away. So its been a good 20 minutes, and she just gets up by herself and walks away, the ambulance probably came half an hour later, "WHERES THE PROBLEM!?"

Ok now to the police they work the same way, the vandalism in my city is so bad, theres no nightwatch or anything, anyway I was walking home from school and got shot 3 times by a cap gun. It tore a hole in my shirt and got imprinted in my arm. Anyway I got home called the police, hour later they come and ask me what happened.
