Yes anyway. Last night I was dirving a motor boat through a flooded warzone (and I mean flooded) for some quest that was taking me to the port city in Syrtis for some reason. The harbour was full of junks when I got there. It was weird. Oddly, no-one attacked me either, which you'd expect to happen in Syrtis.
