Ehm, shouldn't Regnum run fine since a few updates? Surak disabled the shaders for ATI graphics cards so there shouldn't be any problems with a proper installed and configured fglrx driver.

Instead of translating the spanish howto into english, you also could google for the corresponding original howto, which has been written in english.
It is in this great wiki.

For now unsupported old cards just use legacy drivers, like 8.28. In my case its doing.
