I got ugly performance problems while moving my character and rotating too. Standing or rotating the camera does not cause any problems, though.
Standing: 47 FPS Rotating (and moving around): 22 FPS

Like Daar pointed out, the new UI is really laggy performance wise...
Here it eats half of my FPS :/ I just need to hide it to see the difference... Hidden: Shown: Anyways on a side note, the chat labels above players have been fixed. And Kudos for the new bows and weapons models, they really look cool! Also big up for the new network code. I was first VERY doubtful about a TCP based one but finally the positioning seems really accurate and precise. I even tested in a laggy situation (while downloading) and it was less terrible than the current network code. I haven't encountered any phantom swing on my barb so far. Some issues: As you can seen on the screenshots, sometimes the text goes out of the chat window. Speaking of that, it's still not resizeable in width. Also, seems it's not possible to drop items by dragging them out of the inventory window anymore... Hovering the XP bar does not show the tooltip with the progression.

Weird, i dont have such high fps difference between shown and hidden.
When i checked it before it was 45-49 (shown) vs 53-59 (hidden) at agg market. Kinda same as on old ui. |

Mages have more armor points than some knights, that be some magic cloth ^^
I like the new interface, awesome that we can have 2 spell bars now! Fps plunges down sadly. The maps are nice. The quiver idea rocks. would be epic if with this came a fix for that bug when you take out your weapon but put it back and you attack without it drawn. That would be my christmas miracle from you guys^^

Scias was moving, that's why the difference is bigger than ours. I get the same 15~ FPS difference as you with no movement.

My armor calculator has been updated to include bracelets. Keep in mind NGD already knows they are unbalanced in their current state.

Hmmm, yeah, looking at Daar's screenshots, the size of the UI definitely needs to scale, or be adjustable in some way. Some of us on lower resolutions (my monitor caps at 1024x768 using my wife's old viewsonic flatpanel) are going to have troubles with screen real estate and seeing through all the buttons.

I think this FPS slowdown is mostly caused by the minimap.
When standing still or just moving the camera (which doesn't update the minimap), the FPS are almost the same than with the current UI. However when rotating or moving (thus updating the minimap), everything slowdowns a lot. EDIT: I should have read Daar's chat window before ^^

I can't get into Amun, after the NGD screen it gets stuck loading resource 51298.
