That is because tracking picks the enemies that are at the greatest distance first. As stated before tracking should work near to far not far to near.

What I mean is that since at lower levels it tracks less distance, so if it was at lvl 1 then it would only track enemies that came within 150 yards, which at that point it didn't matter much on how far they were, you'd just have to anticipate them. I think I'll get it to 3 though, since the enemy challenge is pretty important to know what you'll do after you locate them.
