It's not a zergfest on the smaller servers, but more like Haven was in the past. I'm saving up for a transfer.

It's only a zergfest if you arn't in mumble/teamspeak with your guild (there's actually a lot of tactics involved in the actual fighting with all the combo fields, and blast finishers in the game) I play on a 'high' population server and have quite a lot of fun running around in RvR (WvW) with my guild. I havn't gone back to RO's RvR in about 2-3 months now that my laptop is fixed
