I agree, if a Hunter was as strong one on one as other class's in 'fair' prebuffed situation then they would be overpowered when they can attack fully buffed a unbuffed target likely low on Mana/Hp and have the element of suprise if they could also be as strong as that class would be on full hp/mana and buffed then they would never lose.
