Perhaps:

Remove the armourpoints given from a hat when the hat is worn by an Uthgar. In that way hats are just an outfit unless it has additional +stats. If the hats have additional +stats, those stats would be added, just like for anyone else (the +armour would still be 0).

I made this suggestion in the suggestions section in development, before the bonuses for hat ie 145 mana i didn't care but now ...

the armor point could be dropped or as mentioned elsewhere an utghar only item with no armor points but with a chance of bonus etc. nose ring or something

a warlock can put on party hat/remove it to gain instant access to vampire drain and soulkeeper...

es but Ugthars also get more constitution each level if im correct. I know that a Esquelio knight gets +1 constitution each level. But don't Ugthar's get +2 constitution each level?
