With the merger people that had characters on a server that also had access to Horus on the same account got all their characters combined onto one account. so some people have 9-10 characters on there account. It was a special circumstance with the merger.

Well if you had 6 and raven and 6 on horus on one account, after the merge you would have 12 (they were extending slots as stated in faq). Possible.
