Dispell can be used under "you cant attack" effect. Spells on you or your allies can be casted under stunning fist or bettle swarm effect.

So you have to write the sentence above 100 times, that or the valorius thing, you choose.

Exactly - very few conjus have any points in Enchantments at all for purposes other than xp/rp farming. If Spring was lvl 19 in tactics and every other spell gave the warrior's allies +15 of every stat or +x% dmg or whatever, would you max Tactics purely to get Spring?

IMO, if nothing else, the cooldown needs to be 3 mins like all the other uber area spells.
