Something more is involved because if ^that^ were the case I should be able to use my by-pass to get to the character select screen and that is not working.

If Haven uses database from login server to check your login & password, you shouldn't.

In which case, after doing the User/name/password and hitting enter I should get a cannot connect/user timeout error, not a User Already Logged In error.
But if there is a second line from the character select back to log-in server that is different from the interweb to log-in server line that acts as a double check, then that line could be down.

But as far as I know, everyone was booted and no one is currently in game on Haven but there are people in game on Ra.

I wouldn't be so sure about that. Launcher is not perfect and IMHO time out exception is not properly handled.
