The majority of Syrtis will still such, like we used to do, and like all realms do partially. But another part will get better and more motivated and will go to fight better. And if only a part is going to use tactics or fight a little bit better we'll notice that. In wars you need leaders. Those leaders don't need to be nice(general Montgomery for example) but they need to fight good and most important, lead good. I think Valorious has the ability to activate Syrtis and let them use some tactics. And, if you like him or not, that is what makes it good for Syrtis that he's back.
