I'll say it here as I've said it before; it would work. I can't say that it would be the best solution available, but it is a logical solution.

Just make fulmi a 2 hand wep skill. Add a Short cool down on wep change.

Realistic to hit harder with 2 hand wep while dual weps still rule in AS. Wep change speed could be based on dex/conc.

It will be great!
