As far as I read here on forums, Haven is in trouble mainly because of lack of Ignis and Syrtis players. You don't want me to push Haven more into troubles? :)

Haven has way too much multis, that's the only issue, punishment for being a multi should be more than just "not getting WMC" for some time, but NVM, without new players it's impossible to "balance" realms ^^

My thread about ancient soul breath was about fairness for everyone because those pieces can't be traded.
