Mobs Evade on Ground ? ?

Are mobs supposed to evade after I trip them and start pounding them with my club LOL ? Seems kind of weird that something on then ground could evade a strike . . IS this a bug or part of game ?

The monster should not evade while stunned. Therefore, it's a bug.
