The hunter trainer in Syrtis can be found on one of the two main cities. I'm not so sure about the names right now (I think Fisgael is one of them).

For Fisgael ... If you go towards the center of town to the town crier, turn about 90-100 degrees to the right and you'll see the person. I forget the name right now. It's been a LONG time since I've set foot in Syrtis, but this is what I remember.
