Clan Requirements

I am Barb lvl 18 and now when I accept a quest the window says "do not meet clan requirments" or something like that. I still get to do the quest. What does that mean?

You were probably speaking to the clan notary, this NPC is specifically for creating clans (Guilds). You need a total of 8 people (which includes you) and you being the leader of the party and you need to have a total of 100k of gold if i am not mistaken for creating the clan.

Of course, this are the requirments:

- Have a total of 100k of gold
- All the users in party must be lvl 15 or above and without clan
- you must be the leader of the party

With this requirments you can make the clan.

Now back on the topic, this NPC does not contain quests.

U have one quest where u need just to speak with NPC Notary. His other option, which is not connected to quest, is making clan. As jpicon said in bold, plus that party must be full (8 ppl), is requirements for making a clan.
Now back to your question.
I dont know if he should give quest or be part of quest, I forgot. But here is what to do:
-if he is part of quest, check in quest log if there is another task, and not name of Notary. If yes, u've done with him. If no, read what its demanded from u to do with him.
-if he should give u quest according to Town Crier, and he only offers u to create clan, then u maybe need to lvl up first. Lvl up and try again.

I know in Syrtis, there are 2 quests (Kandi and Samos ~lvl 14, IIRC) that require you to speak with the clan notary. This is probably what happened.

If this is the case, you can just safely ignore that. :)
