Type /reset_powers in a chat tab, don't matter which of them.

Yes. All the Dicipline Points and Rank Points are reseted. You get them back, so you can place them however you wish.

Its more like an urban legend (?). That when every power is completed, and everything is in balance, they will remove that command.

But, as we all know, that may never happen (perfect balance) so there's no need to worry actually.

im sure the chars that are made without the reset powers will be screwed think of a hunter for example or conjurer who accidently levelled tame lesser creature or got summon zombie to lvl 5 its pretty much worthless spells at lvl 50

Even if they remove the command, im sure they would give us another way to reset.
Maybe as premium content or for fee paid to the npc trainer
