Hello Puppypaws,

Thats the War Banner beacon signal you see on the map.

The War Banner lasts for 5 minutes. When you hover over the beacon signal you see the massage on the map.

If you go where it is you can hover the mouse over it and see the massage as well.

It cost 80 ximerin.
