Scroll to redistribute initiation attribute points

Hi! Yesterday I had a look at my level 2 mage in Alsius.

I created it months ago and walked to alsius CS in warzone in order to talk to people there.

Anyway, I noticed I had gotten a scroll to redistribute the initiation points. Now I wish I had such a scroll on my warlock in Ignis, since I'm quite sure I screwed up badly at the char creation (Well ok - I chose the wrong race, too...)

Is there any way to get such a scroll for my lock?
How does a low level get it?

I remember when I created the char I didn't have this item...

Back on the update, when uthgaer's got the possibillity to wear hats and helmets, they lost their extra 5 concstitution. And to avoid problems with those players, who created a uthgaer with these 5 extr-const, NGD gave every existing uthgaer a scroll to redistribute initiation attribute points ;)
