Why is there no paint for sheilds?

Ok we all know we want this and will pay xim for it. What i want to know are the reasons WHY this hasnt been implemented?

though this question may go ignored it may stop us whining if NGD give us a good reason.

What's the point of asking?
When they will be able, they will do a feature that enables to paint shields
