Ever since they added NPC walking, they are ending up in all kinds of weird places. Many of our guards in the inner realm aren't even in the cities anymore, and I've seen similar situations guards and other NPCs in the warzone.

But yes, since the walking-NPC feature, guards can go anywhere. For example some days ago I had to search one of the guards who is supposed to be at South of Fisgael... I found him at Mount Goblin (far away NE of the city)...
