Unsure if this spell does anything

The spell (in the english version of course) is:
Beast Attack
"A strike made with mighty strenth, that does great amounts of damage, and shocks the opponent"

Type: Constant
Duration: 7 secs
Cost: 160 mana
Cooldown: 60 secs
Casting time: 1 secs
Range: 0

Weapon damage +60/100
Dizzy (Chance 50%)

...yet...

When I use it, and it says the spell is successful, it does about 20 less damage than my average, regular hit...

My avg. hit is about 110
The damage range of a successful "Beast Attack" is 54-86 for me, on various level mobs

I'm a level 17 barbarian using a "Two handed combat axe of Iron" damage 80-101

I've been testing the spell repeatedly and it's always the same when it's successful

well, it's still odd why it does less damage than a normal attack, or no damage at all when the spell fails....

also it has a really high mana cost and no noticably effect, it must be a mistake
