Gem lock out or forced move?

Just reading the changelog for the 1.74 update, and the bit that states that in times when there is low population the gems will be locked out, is a bit worrying.

Now I live in the UK and play Ra. I have been there since 2007 and I didn't move to Horus because everyone I know stayed in Ra.

So here is the question, if I want to take part in capturing the gems am I going to have to change my time keeping habits to South American time so that there are enough users online that the realm gems are not locked out?

Are UK/Europe users being forced to move to Horus? It's Ra with reduced game functionality otherwise.

The gem locking feature is not active yet as far as I know, times for it being locked are not defined yet.

As far as i know gems lock are independent for each server.
Probably they will never be implemented at RA.
This is a solution much more focus on Horus situation, that depending on time some realms are much more stronger then others (Syrtis by morning and Ignis by nights).

This was causing ppl that play at that time almost to avoid playing in low population realms to not be constantly fighting 5 against 50.
