about Development

Hello guys...in the last days i have been on raven forum to see how things works there.....but reading some post,may be i missunderstood something....
So a question to you(if anyone know in the comunity):
Raven have his develop team....does it mean that raven can change gameplay on Realms Online?(balance,invasions,bugs)
And if yeas,does it mean that regnum online,and Realms online could have 2 different gameplay?(let me do an example: on regnum online hunters still remain the same shit ngd done,while on raven,develop team can change the hunter gameplay experience working on his balance)?
So will be possible to see the same game under different name(regnum/realms online),and with 2 different gameplay??
Gamesamba have the possibility to do his own update that could make Realms online experience different from Regnum online,without give count to NGD?
I hope this kind of question can be done,and i hope anyone one of you have the answer.

Publishers always act like they develop the games themselves, nothing new :P

No they can't change things like that unless NGD will, or NGD gives the permission to do so.. even then I'm not sure if that's even possible.

No, gamesamba doesn't posess the developing tools for RO and I don't think they are allowed to change anything anyway. NGD is still the developer.
